Register with us if we have said you need to pay ULEZ or LEZ charges for your vehicle, and you believe that's not the case.
Before you start
Before we can process your application, you need to have a London Road User Charging account. You will create one as part of this process.
To register you will need to upload documents proving that your vehicle meets the required emissions standards, should be exempt or is subject to the showman's 100% discount.

Documents you need for proof
- A copy of the vehicle's V5C or non-UK equivalent
To prove your vehicle meets the ULEZ standards:
- A letter from the vehicle manufacturer's homologation department stating the vehicle's Euro standard or a conformity certificate
To prove your vehicle meets the LEZ standards:
- Proof of abatement equipment fitted to the vehicle
Vehicles registered outside the United Kingdom
Owners of non-UK registered vehicles also need to meet the ULEZ emissions standards or pay the daily charge to drive within the zone. Vehicles need to be registered with our partner EPC plc, even if they meet the emissions standards.
To apply for the 100% showman's discount, or to prove a vehicle is exempt from either scheme, you will also need to provide four photographs of the vehicle (front, sides, rear and interior).

Direct Vision Standard (DVS) HGV Safety Permit
All HGVs over 12 tonnes gross vehicle weight need to hold a Direct Vision Standard (DVS) HGV safety permit.
Operators are required to apply and obtain a permit to enter or operate in Greater London, or they may receive a Penalty Charge Notice (PCN).
If you haven't got one for your vehicle yet, you can apply for a permit online.
Private and personalised number plates
If you have recently changed your vehicle's registration plate our systems may not be up to date. Check your vehicle before you drive in London. If we have said you need to pay ULEZ charges, and you believe your vehicle meets the required emission standards, you will need to provide evidence of your recent plate transfer including the V5C (logbook) of your vehicle and number plate transfer documents.
You must notify the Driver and Vehicle Standards Agency (DVSA) immediately if you change the number plate of your vehicle if it has a Reduced Pollution or Low Emission Certificate.
For Heavy Goods Vehicles over 3.5 tonnes Gross Vehicle Weight you will need to submit a Notifiable Alteration Form, the appropriate fee along with the original Reduced Pollution or Low Emission Certificate. You can download the notifiable alteration form and guidance notes on GOV.UK.
For Light Goods Vehicles 3.5 tonnes Gross Vehicle Weight and under, you will need to send a copy of the V5C vehicle registration certificate (logbook) displaying the new number plate along with the original Reduced Pollution or Low Emission Certificate to:

For buses, coaches or minibuses, you need to submit a copy of the V5C vehicle registration certificate (logbook) displaying the new number plate along with the original Reduced Pollution or Low Emission Certificate and, if it applies, the original Certificate of Initial Fitness. All documents should be sent together to the address above.
There is no fee for the issue of new Reduced Pollution or Low Emission Certificates due to number plate change.
