Cycleway 4 extension

Cycleway 4 currently runs between Tower Bridge and Greenwich. We're working in partnership with the Royal Borough of Greenwich to extend this to deliver a 6km long segregated Cycleway between Greenwich and Woolwich.

The route will eventually connect to Cycleway 4 at Creek Road creating a continuous, safe cycling route from Tower Bridge to Woolwich.

We're extending the cycleway in 3 sections:

Section one - complete

The first section of the extended route between Greenwich and Anchor and Hope Lane is now complete. It began as a trial scheme and then TfL and the Royal Borough of Greenwich agreed to make it permanent in 2024.

We're now collaborating with the council to make a series of improvements for long-term use. This will include replacing temporary materials with permanent ones.

This section included these new features:

  • Two-way segregated cycle track on the A206 between Christchurch Way and Gallions Road
  • New cycle signals at Blackwall Lane junction that offer safer cycle movements
  • New toucan crossing and cycle track through the centre of the Angerstein roundabout
  • New bus lanes between Anchor and Hope Lane and the Woolwich Ferry roundabout

Section 2 - Gallions Road and Woolwich Ferry roundabout

The second section of the route extends the cycleway east to the Woolwich Ferry roundabout. Construction will start in summer 2025, with some advance work in spring 2025.

We consulted on this scheme between 6 January and 16 February 2020 and invited a wide range of people and other stakeholders to give us their views. The coronavirus pandemic delayed the publication of the full consultation report until October 2022.

What we'll complete:

  • A two-way segregated cycleway along the A206 from Gallions Road to Woolwich Ferry roundabout
  • Improved pedestrian crossings (for example, changing staggered crossings to straight-across crossings at Royal Greenwich Trust School and Windrush Primary School)
  • New crossings with signals to help pedestrians and cyclists cross the A206 more safely (for example, near Mast Quay)
  • New trees and other vegetation to increase biodiversity. We'll plant many more new trees than we plan to remove for these changes
  • Sustainable Urban Drainage Systems (SuDS) and cycling-friendly gullies to improve drainage. SuDS are measures that reduce the amount of rainwater reaching London's drainage networks. They slow the flow of rainwater and help prevent flooding
  • Pavement widening at selected locations to improve the area for people walking
  • Upgrades to old bus shelters

When works take place:

  • From April to July 2025 - advance works will involve removing and installing lighting columns, laying cables for new traffic signals, and removing trees on the A206 between Anchor and Hope Lane and Woolwich Ferry roundabout
  • Summer 2025 - main works as listed above
  • Early 2027 - project complete

Section 3 - Coming in 2027

The third section extends the route towards Plumstead and through Woolwich town centre. We consulted on this phase in January 2024 and published our response in July 2024. We're now finishing our design proposals.

  • It will extend the existing cycling infrastructure east from Woolwich Ferry roundabout towards Plumstead, ending at the junction of Plumstead Road with Maxey Road
  • From Woolwich Ferry roundabout, the new cycle lane will run southeast along Powis Street, then onto Macbean Street, and east along the A206 Beresford Street, finishing at Plumstead Road
  • We're making several improvements for people walking in the area, including a new pedestrian crossing over the A206 by the Elizabeth line station
  • New bus lanes will be introduced along Beresford Street and Woolwich High Street
  • The changes would make local streets safer, helping us meet our Vision Zero target. They would also create a more pleasant environment for walking and cycling

We'll update this page as we get closer to the construction phase.

Biodiversity

Tree removal is included in the works programme, so that we can deliver this scheme. These are located within the central reservation and roundabouts on the A206, which will need to be resized to create space for the new cycle track and crossings. We're aiming to plant twice as many trees than are removed.

The Mayor's Transport Strategy shows our commitment to biodiversity net gain. This approach aims to improve the natural environment and leave it in a better state than before.

Our Corporate Environment Plan also commits us to increasing tree canopy cover across TfL by 10% by 2050.

The final scheme is still in the design phase but is likely to deliver:

  • Planting twice as many trees as we remove to offset the loss of street trees and offer a net increase, depending on site conditions
  • Sustainable Drainage Systems (SuDS)
  • Other planting to support improvements in biodiversity

As part of our wider commitment to sustainability, we've also adopted carbon offsetting, which will plant 2,671 trees (Bruguiera Gymnorrhiza) in Madagascar on behalf of our project.
