In order to gain licences for building over the highway please email TfL to begin the process.

Please note that licences for structures under TfL's highway are issued by the local planning authority. However, any structure will need to be approved by TfL via the Technical Approval process discussed below.

TfL issues the following licences for activities on our network:

If the applicant proposes to undertake certain activity, which is not covered by a highway licence granted by TfL, the local authority, in certain circumstances, can undertake or may license activity with the prior consent of TfL as the highway authority. Find out more about these activities.

Parking dispensations

In certain circumstances TfL can relax the parking rules if required by a development proposal. Apply for a parking dispensation. Apply for a parking dispensation.

Technical approval for structures affecting the highway

The requirement for technical approval applies to all proposals, including private development, to construct, assess, improve, repair or demolish a structure within the highway boundary.

Technical approval is also required for structures that are outside the highway boundary, where either:

  • The design, construction, maintenance or demolition of the structure may affect the highway, highway structure or the safety of the highway user including temporary works, or
  • The structure will be adopted by TfL
