They will provide strategic planning direction for London's transport network

Michele Dix and Malcolm Murray-Clark have been appointed to the role on a job-share basis, and will take up their post on 4 June.

They will provide strategic planning direction for London's transport network and coordinate planning and development of major capital projects, such as interchanges, as part of TfL's £10bn capital investment programme.

Michele Dix and Malcolm Murray-Clark currently share the position of TfL's Director of Congestion Charging, having joined TfL in October 2000. 

In this role, they have been responsible for the highly successful design and implementation of the world leading Central London Congestion Charging scheme in early 2003, the subsequent western extension to the zone earlier this year and the strategy, design and procurement of services leading to the implementation of the London Low Emission Zone, the world's largest scheme of its kind, which will go-live in February 2008.

Consultancy experience

Both have 30 years of experience of transport planning, public transport, traffic engineering and project management.

Michele Dix joined the Greater London Council (GLC) after her PhD and became a chartered civil engineer through the GLC's transport planning graduate scheme.

She later worked for Halcrow Fox where she gained 15 years of international planning consultancy experience, becoming a board director with responsibility for UK urban transport planning.

Her work covered major studies such as the DfT's London to South West multi-modal study and the Airport Strategy for the South.

Principal adviser

Malcolm Murray-Clark also became a chartered civil engineer through the GLC's scheme.

Following assignments with the London Research Centre and London Strategic Policy Unit he joined Westminster Council and became its principal adviser on transport matters.

This included stakeholder management, formulating policy on transportation and associated initiatives, and acting as client for the design and implementation of the authority's transport projects and on-street parking services.

London's Transport Commissioner, Peter Hendy, said: "I am delighted to announce the appointment of Malcolm Murray-Clark and Michele Dix as Managing Director Planning.

"The Managing Director Planning position is one which will play a central role in defining the future development of transport policy and the transport network."
