You asked
I would like to request a breakdown of the ethnicity of all Private Hire drivers registered to operate in London. Please make this more comprehensive than a simple 'White' and 'BAME' classification. On application drivers are asked their ethnic group. Please provide a breakdown in the classifications recommended by the ONS in section 4 of this link https://www.ons.gov.uk/methodology/classificationsandstandards/measuringequality/ethnicgroupnationalidentityandreligion#ethnic-group
If those categories are not the same as used in the application, then TfL's own categorizations shall suffice.
I believe that the burden in collating such data is not too high. The data is likely to be held on a central database where driver information is kept after processing. The request being made would be a simple query to be ran through the database to produce a report of the ethnicity of the drivers and the number of drivers per ethnicity. As such it is unlikely that the cost of determining whether you hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit.
