The total number of Parking Charge Notices (PCNs) issued for alleged parking infringements in 2017 (or if more convenient the latest 12 month period for which records are kept). And for the same period:- 2. The number of PCNS which were paid without the motorist appealing. 3. The number of PCNs which were appealed to NCP; and the number of these which were allowed. 4.a) The number of PCNS which were appealed to POPLA; b) the number of these which were not contested (ie withdrawn) by NCP; c) the number of these appeals which were allowed; 5. The total revenue raised from payments of PCNs 6. The incentive payment arising from PCN revenue and paid to NCP in accordance with the contract - see the table at paragraph 7.1.7 of Schedule 3 (p103).

Thank you for your request received by Transport for London (TfL) on 13 March 2018 asking for information about station car parks.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:

1. The total number of Parking Charge Notices (PCNs) issued for alleged parking infringements in 2017 (or if more convenient the latest 12 month period for which records are kept).

A total of 29,514 PCNs were issued during the relevant period (1March 2017 to 28 February 2018).

And for the same period:-

2. The number of PCNS which were paid without the motorist appealing.

Unfortunately, to provide you with this information, would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

We are unable to report on this as there is no data field that can identify the numbers paid without an appeal. This would be a major and time consuming exercise with unreasonable cost as we would have to manually review all 29,514 cases.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a shorter period of time, geographical area or specific departments of TfL.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

3. The number of PCNs which were appealed to NCP;

Our records show a total of 15,599 were appealed. Please note this figure also includes any transfer of liability or repeated correspondence or supply of supporting documentation (i.e. parking ticket, copy of disabled badge, proof of payment, etc.) as we are unable to separate this correspondence from the number of appeals.
