I would also like to have the disclosure of any correspondence between TfL and DfT on the topic and any advice and decision that TfL has taken in this regard. Finally, I would like to have any evidence on the reasons for the delay of the publication of this evidence.

Thank you for your request received by Transport for London (TfL) on 13 March 2018 asking for information about Camberwell Station. Please accept my apologies for the delay in providing you with our response.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked for:

Publication of Business Case of re-opening of Camberwell Station

I would like the obtain the evidence base on the re-opening of Camberwell Station.

Please find the evidence base documents attached. The evidence base comprises of the three attachments.

Work took place to develop the business case during both 2016 and 2017 and drew on a number of supporting areas of work, including a technical design assessment, transport modelling and a wider economic benefit assessment. Each of these assessments informs the business case. These supporting documents provided background evidence to the business case which we expect to publish in Summer 2018.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.

I would also like to have the disclosure of any correspondence between TfL and DfT on the topic and any advice and decision that TfL has taken in this regard.

At the time of your request, we’ve had no correspondence with the DfT.

Finally, I would like to have any evidence on the reasons for the delay of the publication of this evidence.

We had always intended to publish the final business case for Camberwell Railway station but had not planned to provide the supporting documents.

The final business case is currently awaiting approval and will be published in line with the timeframe as above.
