Thank you for your emails of 08 and 12 March 2018 asking for information about taxi fares.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we do not hold the information you require. You asked:
Transport for London is conducting a survey amongst taxi (black cab) drivers who operate at Heathrow Airport. TfL is seeking drivers' views on the possibility of fixing and capping fares for compellable journeys commencing on Heathrow's ranks.
I would like to know if TfL holds written legal advice confirming it is lawful for a group of London taxi drivers to agree to set a tariff of fixed fares, which would be offered to passengers instead of metered fares. Please note, I am not asking for information about fare capping.
We do not hold legal advice specifically confirming that it is lawful for a group of London taxi drivers to agree to set tariffs or fixed fares.
