Thank you for your request received by Transport for London (TfL) on 6 March 2018 asking for correspondence.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees Regulations 2004).

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

To locate the information you have requested, we would need to conduct a search for any and all emails held across the entire organisation using the keyword “Crossrail 2” that has been sent or received by a mailbox with the suffix “@london.gov.uk” and then manually review the results to determine whether they specifically relate to Crossrail 2. A search was conducted using these terms and this produced in excess of 60,000 hits. A hit refers to an email located by our search tool that potentially fits within the scope of your request. These emails would each need to be manually reviewed to determine whether they are caught by your request. Many of the hits are likely to be not relevant, duplicates, due to emails being repeated within email chains, as well as emails being forwarded internally for discussion during this time period that contain a relevant email within its email chain. Therefore the actual number of emails covered by your request will be a sub-set of these hits.

We consider that this reviewing process across such a substantial number of hits would considerably exceed the cost limit outlined above. To help bring the request within the cost limit, you may wish to focus your request solely on question 2, emails between specific individuals and/or specify less recurring identifying keywords that you would like your search to cover.
