Thank you for your request received by Transport for London (TfL) on 28th March 2024 asking for information about ULEZ cameras and 20mph speed limits.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. 

Specifically you asked:

1) How many Ulez cameras have been damaged since :-

A) it started
B) since it was expanded in 2023

Since 2020, what has been the cost of remedial work per annum, from vandalised ulez hardware

2) since the 20mph speeds started to be recently introduced. How much has TfL spend on road painting, signage and other relevant activity. Please split the costs out.”

I can confirm that we hold the information you require.

In respect of Question 1 in its entirety, I am afraid that the information is excepted from release in order to protect the ULEZ enforcement infrastructure from vandalism (noting that release of information under the EIR is considered to be to the world at large rather than the individual applicant). The information is therefore being withheld under Regulations R12(5)(a) – “international relations, defence, national security & public safety” (in this instance specifically public safety); regulation 12(5)(b) – “the course of justice, the ability of a person to receive a fair trial or the ability of the public authority to conduct and inquiry of a criminal or disciplinary nature” (in this instance specifically the course of justice); and regulation 12(5)(e) – “confidentially of commercial or industrial information where such confidentiality is provide by law to protect a legitimate economic interest.” The rationale for this is explained in more detail in a published response to a previous information request which is available on our website here:

In regard to Question 2, please see the table below. Note that each year in London more than 1000 people are injured or killed by drivers exceeding the speed limit. Lowering speed limits is a key part of the Mayor's Vision Zero goal to eliminate death and serious injury from London's transport network. Collision data from around the world shows that the speed at which people are driving or riding is the single most important factor in whether a collision takes place and how severely people are injured. Around half of the 2022 fatal collisions in London (48 out of 99) reported speed as a contributory factor.

For marketing and communications, we launched an online awareness campaign centred around digital banners on websites and a localised radio campaign to raise wider awareness of the works but also to influence motorists at the point where they are making decisions about the speed they are driving.  The cost of this activity is included in row 2 above.
