Thank you for your request received on 20 February 2018 asking for information about penalty charge notices (PCNs) issued on Stoke Newington Road.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

There are a number of different types of taxi bays located across the red route network; the majority of these bays are restricted for use only by taxis. Some taxi bays operate only at specified times, and stopping by any vehicle for any reason is not permitted outside these times. Other bays permit taxis to stop at any time. However to facilitate the specific needs of drivers and businesses at certain locations, we also have a small number of ‘dual purpose’ bays which operate as loading bays for part of the day and taxi bays at night. Statutory signage permitted by special authorisation from the Secretary of State is in place at all red route bays which clearly indicates the times and the reasons when stopping is allowed.

The red route bay opposite 34-36 Stoke Newington Road N16 is a ‘dual purpose’ bay as described above. The restriction at this location is, “No stopping at any time, except Loading Only for a maximum of 20 minutes between 10am-4pm and Taxis Only between 7pm-7am.” We commenced overnight enforcement of this restriction on 16 April 2015.

As such, between 16 April 2015 and 31 January 2018 we issued six PCNs for contraventions between 7am-7pm. Furthermore, between 16 April 2015 and 31 January 2018 we issued 11,459 PCNs for contraventions between 7pm-7am.
