Please could you provide me with the details of the dispensations that the following three companies hold for red route parking/stopping/loading: Loomis g4s Moneycorp I am also requesting the details of how many PCN's these companies have been in receipt of over the last 5 years, as it would appear that TFL are discriminating when it comes to the issuance of fines. I have previously requested this information and received no reply. Thank you for your request received on 10 February 2018 asking for information about red route dispensations.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

Please could you provide me with the details of the dispensations that the following three companies hold for red route parking/stopping/loading:

Moneycorp

Following advice from the Metropolitan Police Service and the GMB Trade Union that there had been a significant increase in the number of robberies on Cash and Valuables in Transit (CVIT) staff and vehicles, TfL met with the British Security Industry Association (BSIA) to discuss ways of mitigating the risk to their members while undertaking CVIT activities on the red route network. TfL recognises the need for CVIT crews to park as close as possible to premises being serviced to reduce the likelihood of an attack, however this needs to be balanced with the duty of all drivers to comply with the strict parking controls which are designed to keep traffic moving on our strategic road network. As a result, TfL entered into a Memorandum of Understanding (MOU) with the BSIA. The MOU provides a dispensation for BSIA members to park at a small number of agreed locations at agreed times. Locations are agreed on the basis that there are no other suitable parking facilities in the area that would allow CVIT crews to safely carry out their activities. Times are agreed on the basis that the CVIT activities will minimise disruption to the movement of traffic on the red route. The MOU is regularly reviewed to ensure the times, locations and activities are still valid. Moneycorp are not members of the BSIA and therefore are not subject to the MOU agreement.

I am also requesting the details of how many PCNs these companies have been in receipt of over the last 5 years, as it would appear that TFL are discriminating when it comes to the issuance of fines.

Please find below which details the amount of PCNs issued the following three companies, G4S, Loomis and Moneycorp over the last four complete years. Please be advised that due to a system changeover, we do not hold your requested information earlier than 1 January 2014.
