Thank you for your request received by Transport for London (TfL) on 27 January 2018 asking for information about Penalty Charge Notices and loading bays on red routes.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:

Information concerning the number of PCNs issued by all authorities in London is published annually on the London Councils website: http://www.londoncouncils.gov.uk/services/parking-services/parking-and-traffic/parking-information-professionals/information.
In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
The table below details the number of PCNs issued in respect of loading bays across our network for 2017 broken down by month, along with the percentage which were challenged via a representation, the percentage of representations accepted and the percentage of appeals allowed. . Each loading bay is clearly signed and each sign clearly states the restrictions in place at any given location and time.
As per the statutory representation process, should a driver believe the PCN was issued incorrectly, they can make a representation to us against the fine within 28 days. When investigating representations, TfL fully considers all of the factors presented including any mitigating circumstances and whether it would be appropriate to apply discretion over the enforcement of the fine; each representation is considered on a case-by-case basis. If the representation is rejected the motorist can then take the case to an Independent Adjudicator at London Tribunals.
