Thank you for your request received by Transport for London (TfL) on 24 January 2018 asking for a copy of the Headline consultation report.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.

However, we are not obliged under the EIR to supply this information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d) , which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data. The report is an unfinished document. When finalised, it will be published. We expect this to be later this year.

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the report, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.
