Singing and Playing Music Out Loud on TfL Services

Request ID: FOI-3766-2425
Date published: 17 March 2025

You asked

I understand that a byelaw used by TfL prohibits singing or playing music out loud on any part of the network, unless the person has written permission. I also understand that this behaviour can result in a prosecution or fine if it causes the "annoyance of any person". I ask then that you provide the number of prosecutions and/or fines that were issued from January 1, 2024, to December 31, 2024, for singing or playing music on any TfL services. Please could you include all TfL services, such as the Underground, Overground, and buses, and if possible, break it down by each category.

We answered

TfL Ref: FOI-3766-2425

Thank you for your request which we received on 19 February 2025, regarding prosecutions related to singing or playing music on TfL services.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

Our records show two instances of individuals singing or playing music without permission. In one case, a warning was issued, and in the other, no further action was taken. There have been no prosecutions for this type of offence during the specified period.

In most cases, when TfL enforcement officers encounter someone singing or playing music without permission, they will ask the individual to stop. Typically, customers comply. Further enforcement action is only considered if the individual refuses to comply. This may involve being asked to leave the service or station or being reported for possible prosecution. TfL only retains records where cases are referred for prosecution consideration.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
