You asked

Hi I hope you are well. At the moment the current standards for vehicles in regard to ULEZ is Euro 4 for petrol vehicles and Euro 6 for diesel vehicles. For petrol, cars registered after January 2006 and September 2015 for diesel cars are compliant. When will the minimum requirement for emissions above change? Are there any plans to change it within the next 10 years? The dilemma is that if I purchase a petrol car today at £8,000, registered March 2006, making it ULEZ compliant. Hypothetically, if the emissions requirement change to Euro 5 in 2026 for example, that ultimately means one has wasted £8,000 on a car that is no longer compliant. Are there any guarantees the above will not happen?

Thank you for your request received by Transport for London (TfL) on 17th January 2024 asking for information about the Ultra Low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

There are no plans to change the ULEZ standards at present. The current standards for vehicle emissions are informed by the European emissions standards. The current standards for vehicles in the ULEZ is Euro 4 for petrol vehicles and Euro 6 for diesel vehicles. The current standards help the Mayor and TfL strike the right balance in maximising the benefits to Londoners by encouraging people to use less polluting vehicles while also ensuring compliant vehicles are not unaffordable to people who rely on a private vehicle to make a journey. For diesel vehicles, the ULEZ standard (Euro 6) is already aligned with the tightest emissions standards. Euro 7 standards have not been finalised at this stage.

Any proposed changes to an existing road user charging scheme, such as the ULEZ, or the introduction of any new scheme would be subject to formal public consultation.
