Thank you for your request which we received on 28 March 2023, asking for information about Low Emission Zone (LEZ) and Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You specifically asked:
When was the low emission zone and ultra-low emission zone introduced?
LEZ was introduced on 4 February 2008 and ULEZ on 8 April 2019.
What is the rate of the fine if a private car was not compliant with low emission zone regulations and did not pay the daily charge?
How many cars, vans, HGVs have been fined since the emission zone was enforced, broken down month by month?
How many cars, vans, HGVs have paid the daily charge since it was introduced, broken down month by month?
We do not record a vehicle type when issuing PCNs or receiving payments for the daily charge and therefore do not hold this information.
