Thank you for your request received by us on 27 March 2023, and following clarification, 30 March 2023, asking for information about ULEZ Penalty Charge Notices.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:
 
  1. How many ULEZ PCNS have been issued?
 
  1. How many have been paid?
 
  1. How many are unpaid?
 
     I am interested in the time from the 25th October 2021 until present day 30/03 for Q1-Q3.
 
The ULEZ was originally launched on 8 April 2019 and covered the same area of central London as the Congestion Charging zone.
 
On 25 October 2021, the ULEZ was expanded to cover the area up to, but not including, the North and South Circular roads. This represented an 18 time increase in the size of the zone. As the expansion was new between 25 October 2021 and 22 November 2021, we issued warning notices rather than PCNs to the keepers of non-compliant vehicles being driven in the zone without payment of the charge.
 
When a motorist receives a penalty they can challenge it by submitting a representation to us. If the representation is accepted, the penalty is cancelled, and if it is rejected the motorist has a further right to appeal against this decision to an Independent Adjudicator at London Tribunals. If the appeal is allowed, the penalty is cancelled, and if refused it remains outstanding.
 
From 25 October 2021 to 30 March 2023, we can advise that  2,630,743 PCNs have been issued.
 
Of these, 929,788 have been paid in full and 13,883 have been partially paid. Currently, there are 1,496,333 open. The remainder have been cancelled or written off.
 
The number of PCNs paid will increase as more penalties are paid over time.
