Under Freedom of Information Act, I wish to know total cost of the failed CS11 proposals, consultation and legal costs to the taxpayer.

Thank you for your request received by Transport for London (TfL) on 11 March 2019 asking for information about the costs of CS11.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.
The project accounts are not closed, but to date TfL has spent an estimated £3.9m on developing, assessing, consulting and preparing for the construction of the Cycle Superhighway 11 (CS11) scheme that was the subject of a public consultation in 2016. This includes £42,619 spent on legal fees for our defence against the recent judicial review. We have also made a contribution of £50,000 towards Westminster City Council’s legal fees, with negotiations ongoing about the remaining balance. We are disappointed with the outcome of the judicial review, which did not determine the CS11 proposals were flawed.
Since the outcome of the judicial review, we have been working to minimise costs on the CS11 scheme, including reusing pre-ordered construction materials on other projects. We are also able to make use of much of the information obtained and work undertaken to develop the CS11 proposals, including survey information and traffic data, design drawings and assessments undertaken, which will be used to inform and develop future improvements for pedestrians and cyclists in the area.
