Can I have the (1) policy document; (2) application forms; (3) guidance; (4) charges; and (5) any other associated documents relating to cross-over applications on the TFL road network, please? Im doing research on crossover applications in London and need these documents to compare to the approch of the London Boroughs.

Thank you for your request received by Transport for London (TfL) on 6th March 2023 asking for information about crossover applications.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Can I have the (1) policy document; (2) application forms; (3) guidance; (4) charges; and (5)  any other associated documents relating to cross-over applications on the TFL road network, please?

I can confirm that we hold the information you require.

Agreements for residential vehicular crossovers (also known as dropped kerbs) on the Transport for London Road Network (TLRN) are made under Section 278 of the Highways Act 1980, as amended by Section 23 of the New Roads and Street Works Act 1991. This agreement facilitates works that have planning permission to alter the existing highway. More information about the process can be found on our website via the following link:

In order to progress the works you are requesting, we ask that you return, by email (to [email protected]), the following information:
 
  1. Completed Questionnaire (blank form attached)
  2. A copy of the relevant Planning Permission and Reference Number
    1. Please note that we cannot progress your application for a vehicular crossover unless planning permission has been granted by the local planning authority
  3. Drawings that highlight the existing layout and the proposed works to be completed (including measurements)

Once the questionnaire has been received, we will draft a section 278 agreement that will outline the work to be completed and the responsibilities of both parties.

At that juncture we will ask our contractor to provide a quote for the works. This will include all associated works e.g. lowering utility covers, relocating lighting columns etc. You will be responsible for all costs if you choose to proceed with the works. In addition, we will require an administration fee of £1,000.

Once the section 278 agreement is complete and we have received payment, we will instruct our contractors to complete the works.
