Please could I be provided with monthly data between 2001 and 2018 for passengers numbers on all modes of transport that come under TfL.

Thank you for your request of 27th February 2019 asking for passenger numbers on all modes of TfL transport, by month, since 2001.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.
The requested information as far back as 2010, by 4-week reporting period, can be found online here:

In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
In regard to providing monthly data from 2001 to 2009, it is estimated that to produce this would take well beyond the £450 costs threshold specified in section 12 of the FOI Act (calculated at £25 per hour). Under section 12 we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and locating, retrieving and extracting it, would exceed the appropriate limit. No monthly data-set currently exists for the period in question and to collate it would mean gathering input from across the business. The data is not stored in an easy, accessible or common format and it is likely that there would be a number of gaps meaning that, in any case, it may not be possible to meet the response fully even if time permitted.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope, bearing in mind the comments above.
