Information regarding Fulham Railway Bridge

You asked

Fulham Railway Bridge runs over the River Thames. It carries the Underground District line between Putney Bridge and East Putney. It also has a public footpath which is illuminated at night. Of the 30 lights, at least 12 have not been working for the past 3 months. This is a danger to the public. Today (03.03.23) I received a message from a TfL ‘Customer Service Advisor|’ informing me that “After liaising with station management responsible for Putney Bridge. They have advised they have raised a job for the lights to be replaced and chased contractors for an update.” I have 6 questions. On what date was the work requested from the contractor? Did the request state a specific number of lights not working or just a general ‘fix the lights not working’ request? What is the name of the contractor? Is there a Service Level Agreement (SLA) in place with the contractor? Does the SLA state a timeframe for routine maintenance work to be completed within? There are 3 CCTV cameras in the middle of the bridge. Where are the images fed to?

Thank you for your request received by Transport for London (TfL) on 3 March 2023 asking for information about Fulham Railway Bridge.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold some of the information you require. You asked about the following:

Fulham Railway Bridge runs over the River Thames. It carries the Underground District line between Putney Bridge and East Putney. It also has a public footpath which is illuminated at night.

Of the 30 lights, at least 12 have not been working for the past 3 months. This is a danger to the public. We can advise that we had attended a fault on the footbridge on 21 February 2023, which was reported as having 15 non-operational lamps. However, whilst we replaced the lamps that were no longer working, one of the circuits was tripping out, leaving one in every three lights, rather than a cluster of lights, unilluminated. Hence, ten lights on the bridge and one on the stairs were not illuminated, due to the aforementioned circuit tripping out.

Whilst the Miniature Circuit Breaker was reset, it holds momentarily during this time, illuminating all lamps. However, after a while it trips and we suspect this could have been due to a water ingress issue that caused this to occur.

However, to investigate further, we need access to the junction boxes located track side and we require Network Rail’s protection to access these, as they manage the track infrastructure in this vicinity. We are in the process of organising this. There is also one light fitting on the stairs, which requires a mobile access tower to reach it; a team is being mobilised and attended the site to replace any lamps where necessary and to inspect the lamp located on the stairs with a tower.

There are 3 CCTV cameras in the middle of the bridge. Where are the images fed to?
