Why wasn’t these meetings held in the prescience of TFL Legal Counsel? Why weren’t interested parties informed of the meetings? Why wasn’t the Mayor informed? What food and alcohol were served? Who picked up the Bill? Where were they held?

Thank you for your request received on 21 January 2020 asking for information about the meeting between TfL Commissioner, Mike Brown, and Uber CEO Dara Khosrowshahi.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
 
Why wasn’t these meetings held in the presence of TFL Legal Counsel?
 
There was no need for a lawyer to be present as there was no discussion of the regulatory matters that will be considered by the Magistrates’ Court in due course.
 
Why weren’t interested parties informed of the meetings?
Why wasn’t the Mayor informed?
 
The Commissioner meets with a range of people from many industries and stakeholders, including from the taxi and private hire industry, and it would not be usual to notify others of such meetings.
 
What food and alcohol were served?
 
No food or alcohol was served.
 
Who picked up the Bill?
 
There was no bill from the meeting.
 
Where were they held?

In accordance with TfL’s obligations under Data Protection legislation some information has been withheld from the attached documents, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
 
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
