You asked

Please can I ask whether ANPR cameras used by TfL for ULEZ enforcement routinely check all vehicles for MOT status and insurance status? And does TfL then pass that information to the police/other enforcement teams? I would be glad for any documentation about this process If this does happen then could you please tell me for the year 2022: how many vehicles were identified by ULEZ cameras as having no MOT or no insurance? Of these, how many were passed onto the police/enforcement teams for action? How many of those motorists were fined/otherwise penalised?

Thank you for your request of  10th February 2023 asking for information about ULEZ enforcement cameras.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

The Automatic Number Plate Recognition (ANPR) cameras that TfL use to enforce the ULEZ do not monitor a vehicle’s MOT or insurance status, and hence the data requested in your second question is not held.

Note that ANPR cameras have been used to enforce Road User Charging schemes such as the Congestion Charge, Low Emission Zone and Ultra Low Emission Zone in central and inner London for many years. TfL has completed Data Protection Impact Assessments (DPIAs) of the expansion of ULEZ which took place in 2021 and of the forthcoming expansion in August 2023 which set out how we minimise data collection from ANPR cameras, how data will be used and how we keep it secure.
