Number of PCNs issued for particular location/use of petrol station
Request ID: FOI-3023-2122 Date published: 26 April 2022
You asked
I’d like to know how many PCNs have been issued for non-payment of the required fee for entering the extended ULEZ zone in connection with this location: Tesco Esso Express (Clifton’s roundabout, near Eltham)

The route on entry to the Petrol station (via A205) is outside the ULEZ zone, however, on exit, the driver is ‘forced’ to make entry onto the ULEZ side of the A20, even when immediately turning left.
I’d like to understand how many fines have been issued as a result of non-payment for entering the extended ULEZ zone at this location since it was introduced and how this compares to other locations/road systems that cross a ULEZ boundary but do not have a petrol station with a one way system in place.
Ideally if you could provide the total number of fines for the location mentioned above and then comparable data for 2-3 other locations (without petrol stations) I would be very grateful.

Thank you for your request received by Transport for London (TfL) on 29 March 2022 asking for information about ULEZ PCNs issued at Tesco Esso Express Clifton’s roundabout, near Eltham.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked: how many PCNs have been issued for non-payment of the required fee for entering the extended ULEZ zone in connection with this location: Tesco Esso Express (Clifton’s roundabout, near Eltham): https://goo.gl/maps/daBGaXNi1AxS2pMA6
We haven’t issued any ULEZ PCNs for vehicles using the petrol station when entering from the A205 and exiting on to the A20 southbound. To explain further, our cameras are located on traffic lights north of the petrol station. Vehicles must turn left on exiting the forecourt and would therefore not be within the capture zone. There are no other locations we can provide ‘comparable’ data for that we have been able to identify.
If you receive a PCN you believe to have been wrongly or unfairly issued you have the right t challenge it buy making a representation to us as instructed on the PCN itself. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open, if it is allowed the penalty is cancelled.
