Request for TFL regulations governing proprietors of black cab rentals

I had the pleasure of speaking with Chandri yesterday regarding my request for a copy of the TFL regulations governing proprietors who rent out licensed black cabs. I sent an email to TFL directly last week and have not heard back from them. I have also tried contacting TFL directly via the phone number provided on the Mayor's website and I have not had any success reaching someone. Hence, I am reaching out to the Mayor's office directly regarding my request.
TFL's website provides some summary information regarding their requirements for the black cab trade. However, what I am requesting is a copy of the actual TFL regulations as mentioned above.
I would also like to have an answer to the following question: does TFL require that proprietors of black cabs carry "hire and reward" insurance (aka comprehensive insurance) for the cabs that they rent out to licensed cab drivers? If so, where in the TFL regulations does it state this? And if this requirement is not found in TFL's regulations, is it stated elsewhere, perhaps in official TFL guidance to black cab proprietors? If so, I would like these regulations and/or guidance provided to me as well.

Thank you for your emails received by us on 19 and 25 January 2018 asking for information about hire and reward insurance.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for the following:

Please find attached a copy of the London Cab Order (1934) used by Transport for London to set taxi regulations in London. As set out in Section 8 Cab-owner's Liability to Third Parties part 2)
“Subject as hereinafter provided there shall be in force in relation to every cab a policy of insurance issued by an insurer approved by [Transport for London] which insures the owner of the cab and any other person who drives the cab with his permission in respect of any liability to third parties to which this paragraph relates: provided that
(a) a policy of insurance or a security complying with Part II of the Road Traffic Act 1930, as amended by any subsequent Act, shall be a sufficient fulfilment of the requirements of this paragraph in respect of so much of the liability as it covers, and
(b) any other liability to which this paragraph relates shall not be required to be covered for an amount in excess of £10,000 (or, in the case of a horse cab, £1,000) in respect of any claim or series of claims arising out of any one accident or occurrence.”
Where a proprietor is the owner of a vehicle they must hold valid hire and reward insurance.
