Thank you for your request received by Transport for London (TfL) on 8 February 2023 asking for information about the pay range of Senior Managers within the Compliance, Policing, Operations and Security (CPOS) directorate.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked for:
 
a breakdown of % pay rises (increases in base salary) and the pay range of Senior Managers within the CPOS directorate, broken down by year since 2019, this should include the Head Off’s and Director.

However, we are not obliged to supply the information you have requested for 2023, as it is subject to a statutory exemption under Section 22 of the FOI Act: ‘Information intended for future publication’. Information regarding the remuneration of senior employees is published each year via the aforementioned link in addition to our Annual Reports and therefore, in this instance, the exemption has been applied as the information you have requested for the current year is intended for publication at a future date.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure at this time. In considering the public interest we recognise the expectation of openness and transparency placed on public authorities by the FOI Act. However, in this case that expectation is met through the routine publication of the requested material. We believe the public interest favours the planned publication of the information in order that it is provided within the context of the wider details that will be published around senior staff pay, in fairness to the senior personnel and individual staff member concerned and in accordance with the pre-determined schedule.

For each position where a salary increase has been given, please provide the rational for any pay increase that has been given and who (job title) approved this.

We can also advise that there was a pay freeze in April 2021. However, for April 2022, there would have been an backdated pay award for 2022, which should be reflective of the four per cent increase, although some personnel would have received a slightly higher raise due to the additional sweep to minimum activity before the four per cent increase was applied.

TfL’s Remuneration Committee ensures that TfL has an appropriate remuneration policy to recruit and retain senior employees with the right experience to lead the organisation and deliver the Mayor’s priorities. The Committee is responsible for setting a policy that allows TfL to compete in a global market to secure the right talent, while delivering value for money. Extensive external benchmarking provides confidence that we have an appropriate and balanced approach to rewarding senior staff that meets that goal.

Remuneration packages reflect responsibilities, experience, performance and the market from which we recruit. The reward structure that has been developed is commensurate with this policy. It includes a base salary and a performance award scheme against the achievement of a range of public transport, customer, people and financial targets. The main objective of the remuneration policy is to ensure that reward is based on performance to drive delivery while ensuring that the overall reward package is affordable

The base pay and the total remuneration of the Commissioner, Managing Directors, General Counsel, Chief Finance Officer and other direct reports of the Commissioner is set by the Remuneration Committee, which uses external benchmarking and other comparative information to determine remuneration. These are broken down into various components, described in full in the remuneration policy section featured in each Annual Report published here:
