Thank you for your email which we received on 31 January 2023. You asked for recorded information regarding the ULEZ expansion.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You specifically asked:

How much money will go into implementing the infrastructure for the expansion?

The current estimated cost to supply and install on street infrastructure such as cameras and signs for the ULEZ upcoming expansion in 2023 is in the range of £60-£75m. 

I'd like to know how many people have logged a complaint about the ULEZ expansion?

Unfortunately to provide this information would exceed the ‘appropriate limit’ of £450 (equivalent of 18 hours) set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

This is because our complaints database doesn’t have reporting category of “ULEZ expansion”. The only way to accurately find out how many people complained about the ULEZ expansion, someone would have to manually read each individual complaint, which would then need to be extracted and collated accordingly. This would exceed the cost limit as there are several hundred complaints received since 1 January 2022.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider refining your request to a narrow period of time for example.

How much money is being spent on the expansion?

The estimated final cost to deliver the expanded scheme was reported in November 2022 as being £159.5m. However, since this time we have undertaken further design work and now expect the costs to be in the range of £130 -140m.

How many businesses will be impacted?

The ULEZ Scheme Integrated Impact Assessment (IIA) found that the proposed scheme would have no material impact on London’s economy. However some minor negative impacts were identified which applied to both small and medium sized businesses.

These included the contraction of the potential local labour market due to fewer commuters entering Greater London and people in the proposed expansion area switching jobs to more accessible locations; and increased cost of operating LGVs.
