You asked

The September 2014 Detection and Enforcement Infrastructure contract awarded to Yunex (at that time presumably known as Siemens Intelligent Traffic Systems,since the Yunex branding only came into being in mid-2021) must, from your description, effectively be a general 'Call -Off contract' for unspecified future camera infrastructure requirements as well as whatever precise volumes of camera growth that were known about in September 2014. 1) This being the case, on what date was the formal supplementary order request made by TfL to Yunex for the supply and installation by mid-2023 (thought to be May 2023?) of all the additional cameras needed to support the London-wide ULEZ Expansion (understood to be some 2750 additional cameras- please clarify total number if different from this)? 2) Please can some documentation be provided to evidence the exact date, and the cost, of this order for an additional call-off of 2750 cameras and the supporting installation resources from Yunex? 3) In relation to the answer you previously gave about an additional 'one million further operated kilometres per year' being added to the bus network in Outer London, please can you indicate by which date the first million operated kilometres will have been added, and where the additional capacity/route miles will be publicly described by TfL? 4) If this date is significantly later than the 29th August 2023 (Implementation date for London-wide ULEZ), then how do TfL expect people in Outer London who have been adversely affected by the punitive ULEZ charge (as a result of having a non-compliant vehicle) to take advantage of a public transport alternative, if there is none at that point?

Thank you for your request received on 7 February 2023 asking for information about the Ultra-low Emission Zone expansion cameras.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:

1)         This being the case, on what date was the formal supplementary order request made by TfL to Yunex for the supply and installation by mid-2023 (thought to be May 2023?) of all the additional cameras needed to support the London-wide ULEZ Expansion (understood to be some 2750 additional cameras- please clarify total number if different from this)?
2)         Please can some documentation be provided to evidence the exact date, and the cost, of this order for an additional call-off of 2750 cameras and the supporting installation resources from Yunex?

As a result of the Mayor’s announcement in March 2022 that he was asking TfL to consult on expanding the ULEZ London-wide, TfL took steps to ensure preparedness in the event that the proposals were confirmed by the Mayor, following consultation.

This included placing orders of critical components and materials that have long lead-in times based on market conditions. Orders were placed on terms that allow them to be cancelled or the equipment re-used elsewhere. Orders were placed from April onwards.

The estimated final cost to deliver the expanded scheme is currently in the range of £130 -140m. The current estimated total cost to supply and install the ANPR cameras and associated supporting infrastructure is in the range for £45-50m. This includes, staff time, overheads and risk.

3)         In relation to the answer you previously gave about an additional 'one million further operated kilometres per year' being added to the bus network in Outer London, please can you indicate by which date the first million operated kilometres will have been added, and where the additional capacity/route miles will be publicly described by TfL?

We do not hold this information. Timescales and details of schemes are still being developed. Once a decision has been made and the additional routes have been finalised these details will be published.

4)         If this date is significantly later than the 29th August 2023 (Implementation date for London-wide ULEZ), then how do TfL expect people in Outer London who have been adversely affected by the punitive ULEZ charge (as a result of having a non-compliant vehicle) to take advantage of a public transport alternative, if there is none at that point?

Next financial year, two new routes will be introduced in Sutton, with improved service to the new Cancer Hub at the Royal Marsden Hospital. In Wandsworth, we will also extend routes 485 and 315 to Wandsworth Riverside and Springfield Hospital respectively, subject to consultation and delivery of infrastructure. And we will enhance frequencies on a number of routes across London.

These complement a range of significant enhancements that have already been delivered over the past year - despite TfL’s challenging funding position – totalling over half a million kilometres per annum, including the new 304 route in Newham, extensions of routes to Lewisham (route 129), Pontoon Dock (route 330), Dagnam Park Square (route 497), Royal Wharf (241) and frequency increases in Richmond, Hounslow and Hillingdon. 

In addition to these changes, new services and improvements are being planned to support growth in a number of other outer London locations, including Greenwich, Newham and Lewisham, Brent Cross, Wood Green, Harrow, Havering, Southall and Wanstead. A wider programme is under way to see where there are opportunities to increase frequencies on existing routes during off-peak times in outer London.

These enhancements, which are still under development and are subject to consultation, will add over one million new kilometres to the bus network.

We have recently launched four consultations that propose extensions of routes to key growth areas or town centres, and more direct and frequent services.
