We answered
TfL Ref: FOI-2889-2122
Thank you for your request received by Transport for London (TfL) on 14th March 2022 asking for daily passenger counts from the London Underground. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“May I have the daily underground passenger counts data in 2019-2020. Including time stamps, and which station a single passenger enter or left the underground service. Also it is great if you can also provide a GIS dataset that contains the location for all underground stations. This is for research use.”
I can confirm that we hold the information you require. However, time-stamped entry and exit data is exempt from disclosure under section 40(2) of the Freedom of Information Act, the exemption that applies to the unfair release of personal data. The release of this information would allow individual travel patterns to be identified, particularly at times and stations where passenger numbers are low. Such identification is deemed to be unfair on the individuals concerned, and therefore the information is exempt from release. That said, we can provide you with more general entry and exit data for the year 2019 which is provided in the first two spreadsheets attached. The first gives annualised data for typical days of the week (Monday-Thursday; Friday; Saturday, and; Sunday) and the second spreadsheet gives the data split by 15 minute intervals. Note that this data - and other data including for other years - can be found on our website here:
The third spreadsheet attached provides the location of all London Underground stations with co-ordinates of latitude and longitude.
Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
Yours sincerely,
David Wells FOI Case Officer FOI Case Management Team General Counsel Transport for London
