Thank you for your request received by Transport for London (TfL) on 18 January 2023 asking for information about ULEZ fines. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. The attached table details the number of ULEZ PCNs issued per month from 1 January 2022 to 30 April 2022. The penalties have been split into the counties to which they were issued and the percentage of penalties which were the first penalty which that vehicle has incurred.
Please note the following relating to the data:
-‘Inside ULEZ’ refers to PCNs were issued to people that live inside the charging zone.
-‘Greater London’ refers to PCNs issued to people living in outer London Boroughs but that are not within the current ULEZ.
-Please also note that we issue penalties in line with the vehicle keeper details provided by the DVLA. This information doesn’t always include the county and on some occasions may just list a city. Therefore, when a county has not been provided we have included the relevant city or area.
-“Unknown” refers to cases where we did not receive a postcode in the data from the DVLA.
-When we issue a PCN it is sent to the registered keeper of the vehicle as held by the DVLA. The address to where the penalty is sent doesn’t always indicate that is where the driver resides. For example if a vehicle is on hire the penalty will be issued to the hire company rather than the driver.
