TfL Ref: 2609-2021, 2607-2021 and 2605-2021
Thank you for your requests received by us on 6 April 2021 asking for SCOOT data for a number of road junctions in the London Borough of Hackney.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

Please see attached data as requested which has been extracted from our UTC SCOOT system. The Flow and Congestion are daily aggregations shown as sum and average respectively and cover the complete 24 hour period over the past two years from 01/4/2019 to 31/3/2021.

Flow data is recorded based upon the number of vehicles recording passing over our on street detectors. The graphs show the change in flow during the dates mentioned above, measured from the vehicle detectors near each location, but due to the way the data is collected the absolute flow numbers are approximate. Congestion data is recorded based upon the percentage of time the detector is registering activity without breaks (suggesting a vehicle is stationary upon it).

Please note that there are a couple of junctions you asked about that don’t have signals (Homerton High Street / Kenworthy Road and Albion Road / Stoke Newington High Street); there’s one junction you asked about where the roads don’t meet (Evering Road / Stoke Newington High Street) and there is one junction where the data is not available (Old Street / Hackney City Road) because it was not connected to our Urban Traffic Control (UTC) system.

If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
