Follow-up to FOI-2518-2223: Please narrow the scope to the last 12 months, failing that 6 months. I don’t expect to have to pay for this information, so if you can’t provide the information with the scope significantly lowered, then unfortunately I won’t be able to pursue this further - freedom to information doesn’t feel particularly free or accessible when significant financial charges are placed upon the information.

Thank you for your further request of 25th January 2023 asking for information about cancelled Penalty Charge Notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked, further to case ref FOI-2518-2223::

Please narrow the scope to the last 12 months, failing that 6 months. I don’t expect to have to pay for this information, so if you can’t provide the information with the scope significantly lowered, then unfortunately I won’t be able to pursue this further - freedom to information doesn’t feel particularly free or accessible when significant financial charges are placed upon the information.”

This information has not been collated before and there is no efficient or automatic way of doing so. I am afraid, therefore, that it would still cost in excess of £450 to source this information even for just 6 months, and the section 12 costs exemption still applies. However, that said, note that you can obtain this information for yourself via the London Tribunals website here:

Under “More Services” to the right of the page click the link “View the statutory register of appeals”.
 

Once in that page, click “Search” under the section “Environment and Traffic Adjudicators (ETA)”.

On that page, in the “Enforcing Authority” box, enter “Transport for London”.

Set the data ranges - so, for example, for the last 6 months you can set the range from 01/08/2022 to today’s date.

Click “search”.

This should bring up a list of all cases. The “Outcome” column to the right will show those cases that were refused with a recommendation, and which can then be reviewed individually to see the final outcome by clicking the case reference number to the left. It is only by reviewing each individual case that the specific information requested can be obtained. As you can see, even for only 6 months there are over 4,500 such cases to search through.
