Thank you for your email received by us on 31 December 2017 asking for information about London’s Low Emission Zone. Please accept my apologies for the delay in responding.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. You requested the following:

Tfl uses data on vehicles to enforce the Low Emission Zone in London. Your website refers to two sets of criteria as an explanation of how motorists should check to see if they are affected. Among these are unladen and gross vehicle weights.

In instances where vehicle manufacturers have no records of vehicle weight as none were ever taken at the point of manufacture. The DVLA issues Registered Keeper V5C documents with the weight sections as blank.

Please, disclose the volume of vehicles that exist on the database used by the Low Emission Zone where a vehicle manufacturer never recorded vehicles unladen or gross weights,

May I suggest cross-referencing all Registration Plate data that prompt the Low Emission Zone enforcement systems to issue PCN’S, with corresponding V5C documentation that the DVLA issues to the registered keepers, separating out only the vehicles where the fields for weight on V5C documentation are shown as blank boxes.

I can advise that we do not record this data and therefore do not hold the information requested.
