Please, can you send copies of all emails, meeting notes, reports etc concerning the transport arrangements for Turing House School planning application 18/3561/FUL from July 2019. Between (A) TFL and London Borough of Richmond upon Thames (B) TFL and the GLA / Mayor of London (C) Between TFL and the applicants (Bowmer & Kirkland / DPP Planning on behalf of ESFA / Secretary of State for Education.

Thank you for your request received by us on 10 December 2019 asking for copies of communications relating to the transport arrangements for Turing House School’s planning application from July 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:

copies of all emails, meeting notes, reports etc concerning the transport arrangements for Turing House School planning application 18/3561/FUL from July 2019.

Between (A) TFL and London Borough of Richmond upon Thames (B) TFL and the GLA / Mayor of London (C) Between TFL and the applicants (Bowmer & Kirkland / DPP Planning on behalf of ESFA / Secretary of State for Education.

Please find attached copies of the following in relation to a planning application for a new five form entry secondary school:

• A letter from Transport for London’s (TfL) Spatial Planning addressed to the Greater London Authority’s Programme Delivery Unit.

• Correspondence between TfL Spatial Planning and a planning officer representing both Richmond and Wandsworth councils.

In accordance with our obligations under Data Protection legislation some personal information has been withheld, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and we have not satisfied one of the conditions which would make the processing ‘fair’.
