We answered
TfL Ref: FOI-2729-2122
Thank you for your request received by Transport for London (TfL) on 23rd February 2022 asking for rolling stock various operating manuals. Your request has been considered in accordance with the requirements of the Freedom of Information Actand our information access policy.
I am afraid that TfL does not hold the requested information. The majority of the rolling stock you list operates on the National Rail network rather than on TfL services. I understand that the stock is used as follows:
• Class 150 - Great Western Railway, Northern Trains and Transport for Wales • Class 172 - West Midland Railway • Class 313 - Southern • Class 315 - TfL Rail • Class 317 - Greater Anglia • Class 321 - Greater Anglia • Class 345 - TfL Rail • Class 360 - East Midland Railway • Class 378 - London Overground • Class 508 - Merseyrail • Class 710 - London Overground
Therefore, only the following rolling stock on your list operates on TfL services:
• Class 315
• Class 345 • Class 378 • Class 710
However, TfL does not maintain or directly operate these trains which are used on services - TfL Rail and the London Overground - contracted out to third parties. While we have a right to read-only access to Class 378, Class 710 and Class 345 manuals - on request to the service providers - we are granted that access via an external website and do not hold copies on our own systems. We do not have access to the manuals for the class 315 stock.
Note that even if TfL did have copies of the material it is unlikely that it would be disclosable under FOI as it contains sensitive material about the operation of the network, and would therefore likely be exempt on National Security and Health and Safety grounds.
Please see the attached information sheet for details of your right to appeal.
Yours sincerely,
David Wells FOI Case Officer FOI Case Management Team General Counsel Transport for London
