You asked

Clarification: I have enclosed the email and underlined the relevant information we are seeking so perhaps the search can be confined from 1 October 2020 to 31 December 2020 and narrowed to the TFL Transport Planning Team to which the email refers. The sender will have likely to have been xxxx or a member of his team for the Royal Parks. I doubt that many emails during the period would have gone between Royal Parks and TFL. We are seeking the "design solution" and "contract liability" referred to if they do indeed exist which we presume are documents by the reference to them in the email received and it would be helpful to have any associated emails for context. The Transport Planning Team is likely to include the team responsible for the TLRM who manage TFL red routes of which Park Lane is one.

Thank you for your clarification email received by Transport for London (TfL) on 6 March 2022 asking for information about Hyde Park (South Carriage Drive) and the cycleway on Park Lane.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked for: Any emails and meeting notes between Royal Parks and TFL across the period 1 October 2020 to 31 December 2020 relating to the closure of the gates along with the "design solution" and "contract liability" referred to in the email from xxxxx of Royal Parks and TfL that you provided.  

Please see attached an email chain which includes the emails between the longer dates of June 2020 to December 2020 due to the email chain. The designs referred to are from an email dated 30 September, and again although outside the requested date range, we have also attached these for completeness.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

Due to uncertainty around the future of the scheme and TfL’s funding, the contract liability agreement you referred to has not been progressed and therefore we don’t hold any liability agreement at this current time.

The Park Lane Streetspace page will be updated as the scheme evolves – a recent update to the pages has been made on 18 March. The link to those pages is: https://haveyoursay.tfl.gov.uk/park-lane. The design has evolved slightly since those provided to The Royal Parks in 2020 and we will continue to update our webpage and will send out updates to those who have previously contacted us about the scheme. If you would like to be added to the mailing list for this please can you email [email protected] to request this and your details can be added. These updates will include drawings of changes proposed to take place this spring/summer as well as the next steps of the scheme.
