Thank you for your email received by us on 28 March 2017 asking for information about Penalty Charge Notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act  and our information access policy.  I can confirm that we hold the information you require. You asked:

How much money TfL have made from this payment system in the last 12 months?
We assume by payment system, you are referring to payments of the daily Congestion Charge or payments for Penalty Charge Notices (PCNs) issued for non-payment of the daily charge. TfL publishes this information in its Annual Report and Statement of Accounts at the end of each financial year. The most recent year for which accounts are available is published in the 2015/16 Annual Report which is available on our website at: https://tfl.gov.uk/corporate/publications-and-reports/annual-report.

In accordance with section 21 of the FOI Act, TfL is not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

How many complaints TfL have had regarding fines relating to this payment system?
Again, we have assumed that you are referring to representations made against PCNs issued for non-payment of the daily Congestion Charge. Between 1 March 2016 and 28 February 2017, we issued 908,255 PCNs. To date, we have received 123,526 representations against those PCNs.

What percentage of these fines have been rejected?
We assume you are referring to the number of representations rejected by TfL.  To date, we have rejected 34,632 (28%) of the above representations; 44,581 representations (36%) have been accepted; a further 44,313 representations (36%) are outstanding, awaiting decision.

What percentage of these fines have been successful upon appeal?  
Of the above PCNs, 5,332 have been appealed to the independent Adjudicator at London Tribunals. To date, 1,244 (23%) of those appeals have been allowed by the Adjudicator or not contested by TfL; 2,468 appeals (46%) have been refused by the adjudicator; a further 1,557 appeals (29%) are outstanding, awaiting decision.
