We answered

TfL Ref: FOI-2678-2021 Thank you for your request received by Transport for London (TfL) on 24th March 2021 asking for information about Yellow Box Penalty Charge Notices issued at the Forest Road junction with Russell Road, E17. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. Specifically you asked: “How many PCNs have been issued for yellow box contraventions at forest road junction with Russell road E17 since its installation? How many were challenged on appeal and how many appeals were successful (both in representations and independent London adjudication)? How much money has Transport of London raised from issuing these particular PCNs?” I am afraid TfL does not hold the requested information as the yellow box junction in question is not part of the TfL Road Network (TLRN). For more information about the TLRN (sometimes known as the ‘red routes’) please see the following page of our website - note that this includes maps showing where the red routes are located: https://tfl.gov.uk/modes/driving/red-routes The majority of roads in London fall under the management of local authorities. As Forest Road / Russell Road fall under the management of Waltham Forest council you may wish to redirect your request to that body. FOI requests to Waltham Forest can be made via its website here: https://www.walthamforest.gov.uk/content/make-freedom-information-request-foi If you are considering submitting a further FOI request to TfL please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation. Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed. Yours sincerely, David Wells FOI Case Officer FOI Case Management Team General Counsel Transport for London
