Transport requirements for Brent Cross Cricklewood

You asked

LB Barnet has just approved a committee report that says there have been a significant transport reassessment of the Brent Cross Cricklewood Opportunity Area (it is closely related to the collapse of the Brent Cross Shopping Centre scheme). The Opportunity Area sites astride the North Circular Road in London NW2 (and possibly NW4). Barnet-Capita says, for instance: "The Brent Cross South site is geographically well-connected, but the Business Plan acknowledges that under the assumptions within the existing consent, the local transport infrastructure as currently exists, does not meet the needs of either current or future residents or occupiers. This is now being re-evaluated in partnership with LBB and TFL given that there have been substantial shifts since consent was last updated (such as the new station being delivered 10 years earlier than previously planned)." and "... it is considered that there may be under-provision of parking in the early phases to meet the market demands of commercial office space, as Brent Cross South is establishing itself as a new office location." For the period from 1 January 2019 to date, and based on all aspects of the above context, please provide all reasonable data: emails, contacts, meetings, discussions, decision-making and sign-offs, including supporting analysis and email attachments, relating to your involvement in all the above matters, that is, all transport aspects of the Brent Cross Cricklewood Opportunity Area, (e.g. walking, cycling, buses, tubes, trains including a possible new station, roads, traffic and anticipated on- and off-street parking for all kinds of development). The above includes all Brent Cross Cricklewood street, bridge and junction design work and traffic-level research and analysis, including for what are called the LB Barnet 'Southern Brent Cross Junctions' of two reconstructed crossroads: - A5 Cricklewood Broadway/A407 Cricklewood Lane/A407 Chichele Road (that last road is in LB Brent) and: - A407 Cricklewood Lane/Claremont Road/Lichfield Road (that last road connects to LB Camden).

Thank you for your request received by us on 16 November  2019 asking for information about Brent Cross.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked:

For the period from 1 January 2019 to date, and based on all aspects of the above context, please provide all reasonable data:

emails, contacts, meetings, discussions, decision-making and sign-offs, including supporting analysis and email attachments, relating to your involvement in all the above matters, that is, all transport aspects of the Brent Cross Cricklewood Opportunity Area, (e.g. walking, cycling, buses, tubes, trains including a possible new station, roads, traffic and anticipated on- and off-street parking for all kinds of development).

The above includes all Brent Cross Cricklewood street, bridge and junction design work and traffic-level research and analysis, including for what are called the LB Barnet 'Southern Brent Cross Junctions' of two reconstructed crossroads:

- A5 Cricklewood Broadway/A407 Cricklewood Lane/A407 Chichele Road (that last road is in LB Brent and  A407 Cricklewood Lane/Claremont Road/Lichfield Road (that last road connects to LB Camden).

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

The process of locating all documentation across the whole organisation and externally, regarding Brent Cross Cricklewood Opportunity, would exceed the cost limit described above and so we are refusing this request.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. You may find it more beneficial to request specific recorded information rather than broad correspondence and documentation requests as this is less likely to generate concerns around the processing time and the potential collation of a lot of information that may not be of significant value to you.
