We answered

TfL Ref: FOI-2662-2223

Thank you for your request of 20th January 2023 asking for information about the Bolton Street / Piccadilly traffic lights.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked, further to case ref FOI-2508-2223:

Thank you for the information provided .

You state that there were 22 incidents 19 of which required new post .

Can you please furnish me with the dates /times of each individual incident.

You have said that the repairs are carried out by your maintenance contractors , can you please supply the photos /details of each individual incident of works carried out ,it would be standard practice for the contractor to supply evidence of the incidents ,so any costs or claims made against a third party and or TFL can be met .Or where on line these can be viewed

You also state that Westminster Council are redesigning the layout due to the vulnerability of the lights , I understand that works are in progress.

TFL would have some input into any road changes ,can you please forward me any minutes or where I can read the minutes of all meetings in 2022 in regards this matter.”

I can confirm that we hold some of the information you require.

The time, date and details of each incident is shown in the attached spreadsheet. Please note, some individual incidents account for more than one entry in the spreadsheet (for example, where a second call-out was required because the repair needed more attention).

In regard to photographs, please note that we hold 83 of these. To release each one we would have to review and redact any personal information contained within them (such as number plates, or images of people) to comply with data protection law (and in accordance with section 40 of the Freedom of Information Act, the exemption that protects against the unfair release of personal data). This is a time-consuming process, and there is no particular value in doing so for all 83 photos given each one shows broadly similar information (an image of a damaged set of lights). Rather than provide redacted copies of all 83 photos we have therefore provided a representative sample, found in the attached folder. The remaining photos are exempt under section 14 of the FOI Act, on the basis that the effort to compile, format and redact the information is disproportionate to any value obtained from it.

In answer to your last question, TfL does not hold any minutes of any such meetings. Given the layout of the road is the responsibility of Westminster Council, you may wish to pursue the matter with that body.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely,
