You asked

I have a Freedom of Information and Environmental Information Regulation request in relation to TfL's ownership of buses which are leased to private bus operators. a) Can you list the number of buses per make and models which are directly owned by TfL and leased to private bus operators for their route contracts? b) Can you include the costs paid by TfL for the ownership of these buses (per make and models)? c) Can you give a reason why TfL own these particular buses instead of private bus operators? d) Can you explain why TfL scrapped the Volvo OppCharge (overhead pantograph charging infrastructure) for two of the Wrightbus SRM bodied Volvo B5LHC for route 37? Although the vehicles are still in service without overhead charging infrastructure, are the vehicles owned by TfL and leased to Go-Ahead London? e) Do TfL plan to continue to use three of the Enviro400VE (Virtual Electric) and their inductive charging infrastructure from Canning Town and Walthamstow Bus Stations once route 69 changes operator from Tower Transit to Go-Ahead London on 1 May? Are the vehicles owned by TfL and leased to Tower Transit?

TfL Ref: FOI-2652-2021 Thank you for your request received by Transport for London (TfL) on 17 March 2021, asking for information about TfL’s buses. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: a) Can you list the number of buses per make and models which are directly owned by TfL and leased to private bus operators for their route contracts? We own the following vehicles and lease them to bus operators for their route contracts:- • 1,000 x New Routemasters • 3 x Zeus ADL Hybrid buses – currently in use on route 69 (referred to in e) below. b) Can you include the costs paid by TfL for the ownership of these buses (per make and models)? The New Routemaster vehicles cost approximately £350,000 per bus. The Zeus ADL Hybrids cost approximately £ 540,000 each however this cost was supported by significant external grant funding. c) Can you give a reason why TfL own these particular buses instead of private bus operators? The normal practice is for operators to procure or lease vehicles in relation to their wider fleet management plans. The only major exception to this was when TfL introduced the New Routemaster from 2011 up to 2017. We will sometimes procure a small number of demonstration vehicles such as hydrogen fuel-cell buses to evaluate their performance in relation to wider fleet emission reduction plans. d) Can you explain why TfL scrapped the Volvo OppCharge (overhead pantograph charging infrastructure) for two of the Wrightbus SRM bodied Volvo B5LHC for route 37? Although the vehicles are still in service without overhead charging infrastructure, are the vehicles owned by TfL and leased to Go-Ahead London? The vehicles are not owned by TfL. The project was stood down due to increased costs and infrastructure issues. e) Do TfL plan to continue to use three of the Enviro400VE (Virtual Electric) and their inductive charging infrastructure from Canning Town and Walthamstow Bus Stations once route 69 changes operator from Tower Transit to Go-Ahead London on 1 May? Are the vehicles owned by TfL and leased to Tower Transit? These vehicles are owned by TfL. They are awaiting a decision on their future once the current route 69 ends.
