Thank you for your request received by Transport for London (TfL) on 20th November 2024 asking for information about Train Operator licencing.

 

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

 

Specifically you asked:

 

What is the difference between a TO21 and TO25 licence?

 

What can you do if you hold a TO25 licence? Can you drive a train in customer service ? Can you drive an empty train at line speed? Can you drive an empty train in depot? What documents list the roles surrounding this?”.

 

I can confirm that we hold the information you require.

 

There is no difference between the TO21 and TO25 roles except that the latter is part-time. They are all trained and assessed at the same level and there is no difference as to what they can and cannot drive.
