Could you please let me know if these contracts are based on the technical Specification for Highway Work (SHW), and if so, do relevant National Highway Sector Schemes (NHSS) certification within ISO 9001:2015 registration apply to the activities as mandatory or optional requirement for those delivering the schemes/projects on the TLRN and other strategic routes on behalf of TfL?

I can confirm that we hold the information you require.
Both the Surface Transport Infrastructure Construction Framework Contract and the London Highway Maintenance and Project Framework Contract contain an amended version of the Specification for Highway Works (SHW) as their Technical Specification. This Technical Specification includes Appendix A of Volume 1 of the SHW, which incorporates National Highway Sector Scheme certification as a mandatory requirement for relevant activities.
