Thank you for your request received by Transport for London (TfL) on 8 January 2019 asking for information about the Low Emission Zone.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for:
- The revenue raised from the introduction of the Low Emission Zone in London including fines for non-compliance
- What this has been spent on, excluding costs of operating the scheme.
- The measured improvement in air quality since its introduction

All net revenue generated by the Congestion Charge since it was implemented in 2003 has been reinvested straight into ongoing investment in the Capital’s transport infrastructure. Application of the revenue which TfL forecasts will be generated in each upcoming year is incorporated into the overall TfL Business Plan. The proposed application of revenue in each of the last five years is shown in the attached table.
The first London Low Emission Zone, which applied only to heavy vehicles in Greater London, was introduced in 2007. An assessment of the impacts of the scheme was published in our Travel in London report 3 – see link below (Chapter 12).

The scheme has now been in place for over a decade, and as such is only one of the influences on trends in pollution concentrations over that time. It is not therefore meaningful to directly ascribe a ‘quantum of improvement’ to the scheme over this timescale.
However, comprehensive data on air quality trends are available that span the period of interest via the London Air Quality Network:

These data allow various investigations of ambient air quality trends, bearing in mind the range of interventions and other factors, such as the weather, that will have influenced conditions.
