It has been reported that procurement for Piccadilly Line trains has been halted:

Separately, it was confirmed previously that Elizabeth Line trains would be sold and leased back to fund new trains for the Picadilly Line.
Via EIA / FOI, please confirm whether the sale and leaseback of Elizabeth Line trains will still occur and whether that money, previously earmarked for Piccadilly Line upgrade will instead be used to plug gaps in Elizabeth Line funding that have recently been admited.

Thank you for your request received by Transport for London (TfL) on 6 January 2019 asking for information about the Piccadilly Line Upgrade funding.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
The procurement of the new Piccadilly line fleet has not been halted. In November 2018, TfL awarded a contract to build 94 new trains that will be delivered on the Piccadilly line from 2023 and be in service from 2024. The sale and leaseback of the Elizabeth line rolling stock is also proceeding as planned.
