Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You specifically asked:
1) How many passengers have been issued a penalty notice for failure to pay whilst leaving Heathrow Airport since the introduction of the expanded zone?
We do not record whether passengers have left the zone or whether they are leaving Heathrow Airport.
2) How many of these passengers live outside London?
We do not record this information.
3) How much money as been raised in fines off the back of tourists from outside London since Heathrow Airport was introduced into the zone?
We do not record whether someone was in the zone for the purpose of tourism.
4) Do you have specific signage in place reminding people to pay ULEZ when exiting the zone on all the major routes leaving London Heathrow e.g., M4.
TfL has designed the appropriate signage for the ULEZ scheme, with the type, size, layout and information content of each sign approved by the Department for Transport (DfT).
All signage is legal and complies with the Traffic Signs Regulations and General Directions 2016 (TSRGD). To ensure consistency with our other Road User Charging schemes, such as the Low Emission Zone (LEZ) and Congestion Charge, we have followed the same principles for our signage since 2003. The DfT authorised the designs.

5) Do you have specific signage for passengers to see when leaving long stay car parks at Heathrow airport? e.g. 'Don't forget to pay ULEZ'.
Signage within Heathrow Airport car parks falls under the jurisdiction of the companies that run them.
6) Do you run promotional / advertising campaigns outside of London to ensure visitors are aware of the ULEZ expansion of Heathrow Airport.
TfL ran a multi-channel campaign to reach both private and commercial vehicle owners based in London and Home Counties to raise awareness of the expanded zone. You can find more details in our published FOI responses, which you can access via the following links:
