Dear FOI team, Questions: 1) Has TfL made any request of LBS in any shape or form, to allow or to provide power to any new installations they are planning to implement? 2) If yes, what are the specific nature of these requests? 3) Has TfL provided any map or location of planned new sites? Clarification provided 19/01/2023: Thanks for requesting the clarification and apologies for the acronyms. LBS is London Borough of SUTTON. My borough. As Sutton has opposed the use of their current infrastructure for TfL ULEZ cameras by refusing to sign the Section 8 demand, my request is to A) Receive a map of the proposed locations of ULEZ cameras in the London Borough of Sutton, outside of TfL controlled red route properties B) What sort of installations will be erected at these locations to allow for ULEZ cameras to be mounted to them C) Presuming TfL are having to install said structures due to the lack of signature to Section 8 - how will TfL be powering these new cameras? Where exactly will the power be drawn from? Please let me know if these need further clarification.

Thank you for your requests received by Transport for London (TfL) on 13th and 19th January 2023 asking for information about the ULEZ expansion.
 
Your requests have been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. 
 
Specifically you asked:
 
Case ref EIR-2586-2223:
 
I would like to know the exact planned locations for all ULEZ cameras in the London Borough of Sutton.
 
To be clear I would like to know :
 
Which Red Route street furniture/infrastructures will be utilised and where is it based? Where are TfL planning on installing their own infrastructure and assets within the Borough as the Borough has refused to sign the Section 8 request to allow access to its infrastructure?
 
I want exact locations for both answers, preferably delivered on a pinned map basis. Failing that, clear and precise location instructions.
 
And;

I can confirm that we hold the information you require.
 
In answer to case ref EIR-2586-2223 and question A of case ref EIR-2609-2223, I am afraid that this information is exempt from disclosure under Regulation 12(5)(g) of the EIR,  the exception that can apply where release of information would have an adverse impact on the environment. In answer to question B of case ref EIR-2609-2223, the cameras will be mounted on existing traffic signals (or in very rare occasions on TfL lamp columns) or on new poles. In answer to question C, all power requirements will be provided and maintained by TfL. Power will be drawn from the electricity service provided in the area. This will either be via existing power supply in the case of cameras on traffic signals, or via a new power supply that is owned and maintained by TfL.
 
Finally, note that Automatic Number Plate Recognition (ANPR) cameras have been used to enforce Road User Charging schemes such as the Congestion Charge, Low Emission Zone and Ultra Low Emission Zone in central and inner London for many years. TfL has completed Data Protection Impact Assessments (DPIAs) of the expansion of ULEZ which took place in 2021 and of the forthcoming expansion in August 2023 (published on our website) which set out how we minimise data collection from ANPR cameras, how data will be used and how we keep it secure.
