I would like to request the documents or report that assessed the refurbished Jubilee line train colour scheme and design against the Rail Vehicle Accessibility Regulations.

Thank you for your request received by Transport for London (TfL) on 9 December 2017 asking for information about the Jubilee line train refurbishment.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

The attached slide shows the Jubilee line interior colour scheme pre- and post-refurbishment as measured against the requirement of the Rail Vehicle Accessibility Regulations (RVAR) 2010. This is defined in the RVAR Guidance Notes (2002) as having contrast “…in static conditions, a difference of 30% or more is considered in these values to be adequate” utilising Light Reflectance Value (LRV). The colour contrast level meets the minimum requirement in all areas of the train for critical surfaces to contrast with the adjacent areas. As an example, the colour scheme is designed with the grab poles and interior trim having 45 points contrast. The trains also now feature improved contrasting flooring between the door vestibules and seating areas to help those with visual impairments navigate inside the train, areas for wheelchair users and improved lighting to create a more comfortable environment for all customers.
