Please provide a copy of the document (redacted to conceal the price if you want) sent to Capita awarding them the contract to provide security staff to accompany the mobile ULEZ camera vans in outer London Boroughs containing the instruction them that their security staff were to be SIA license holders who were not to wear armbands and show their licenses whilst on duty.
